The City of Dubuque, Iowa (population 58,000) invites applications for the position of Assistant Planner. The successful candidate will be responsible for performing a variety of technical and basic professional city planning, historic preservation and development services assignments, with special emphasis on the administration of historic preservation and land use regulations. The successful candidate will possess a degree from an accredited college or university with major course work in planning, geography, historic preservation, public administration or related field; experience working with a diverse workforce and population; or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities. The successful candidate will possess a demonstrated ability to follow a management style that is input oriented and values equity, problem solving and the development of partnerships and desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork.
The City offers an annual salary range of $53,580 to $69,992, and an attractive benefit package which includes twelve weeks of paid parental leave.

HEALTH INSURANCE: The City offers a Point-of-Service Plan. The employee pays 15% and the City pays 85% of the cost of the premium for the health and prescription drug insurance plan for which the employee is enrolled. The prescription drug program provides for the following co-pay arrangement: $5.00 Generic Drugs, $15.00 Brand Name Formulary Drugs and $25.00 Brand Name Non-formulary Drugs. A dental plan is offered to employees. The employee is responsible for paying for both the single and family premium.
LIFE, AD&D, DISABILITY INCOME PROTECTION INSURANCE: The City provides a $15,000 term life insurance policy with accidental death and dismemberment coverage. Employees may purchase an additional $30,000 in term life insurance. The City also provides a disability income protection plan that pays 60 percent of the employee's pay up to $250 per week for up to 52 weeks.
FLEXIBLE SPENDING ACCOUNTS: The City offers I.R.S. Code Section 125 Flexible Spending Accounts for medical, dental and dependent care expenses and pre-tax payment of dental and health and prescription drug insurance premiums.
RETIREMENT: Iowa Public Employees Retirement System (IPERS)--the City contribution is 9.44% of covered wages and the employee contribution is 6.29% of covered wages. Both the employer and employee contribute 7.65% of wages for Social Security and Medicare benefits.
I.C.M.A. DEFERRED COMPENSATION PLAN: Employees may contribute up to $18,500 per year. Employees 50 years of age and older may contribute up to $24,500 per year.
EMPLOYEE ASSISTANCE PROGRAM: City retains the services of a qualified counseling resource that specializes in the assessment of personal problems.
RESIDENCY: Employee shall establish their principle place of residence within the corporate limits of the City of Dubuque or within six and one half (6.5) miles of the corporate limits of the City of Dubuque, in the state of Iowa, as soon as practicable after appointment, but within two years of appointment.
